The invention discloses a viaduct engineering reinforcement cage weaving device and a weaving method. The viaduct engineering reinforcement cage weaving device comprises a track structure and a carrying device capable of sliding along the track structure; the carrying device comprises an outer shell, and an inner shell is arranged in the outer shell; a bearing is matched between the outer shell and the inner shell, and the inner shell coaxially rotates along the outer shell through the bearing; a reinforcing steel bar gathering device is annularly arranged in the inner shell; a positioning screw is screwed into the outer wall of the outer shell, the positioning screw abuts against the inner shell after being screwed into the outer shell, and at the moment, the inner shell is locked; a bottom plate is arranged at the bottom of the outer shell, and a connecting steel plate is welded between the bottom plate and the outer shell; and the bottom plate is matched with the track structure and can transversely slide along the track structure. By means of the device, a reinforcement cage can be conveniently formed, and meanwhile two twisted steel bars at the same position can be tightened; and the structural uniformity of the reinforcement cage is improved.
