According to the polymer composite modified asphalt and the highway pavement structure thereof, the polymer composite modified asphalt comprises a composite modified asphalt agent, and the composite asphalt modifier is sheared with matrix asphalt, organic amine, light oil and a stabilizer to form the polymer composite modified asphalt. Three different kinds of polymer composite modified asphalt are arranged in the pavement repairing area so that the patching pavement structure can be better overlapped and matched with the pavement patching area, the situation that the repairing pavement and an old pavement structure are fractured is reduced, the stability, toughness and waterproof performance of the repairing pavement structure are improved, according to the pavement repairing mode, the related old pavement structure area is small, the occupation of the usable area of the old pavement is reduced, and the usability and the practicability of the pavement repairing mode are improved.
