The invention discloses a water pumping and draining structure and method suitable for construction of a foundation pit bottom plate of a deep foundation pit in a strong weathered permeable fault zone stratum. The water pumping and draining structure comprises a blind ditch arranged at the bottom of a bottom plate concrete cushion layer and a water collecting well communicated to the blind ditch, and is characterized in that the blind ditch comprises a plurality of annular grooves and radial grooves which are communicated with one another, cross sections of the blind ditch are trapezoidal with width at the top and narrow at the bottom, and the water collecting well is arranged at the confluence of one radial groove and the annular groove; the water pumping and draining structure further comprises a water collecting tank arranged on the foundation pit bottom plate and a water pump arranged in the water collecting well, the high-power water pump is arranged in the water collecting tank, and a water draining pipe of the high-power water pump is led to the ground surface. During the foundation pit bottom plate of the deep foundation pit bar planting and pouring, large water pressure at the bottom of the deep foundation pit is drained through blind ditches, and pouring of the foundation pit bottom plate of the deep foundation pit is facilitated; in the service period, the blind ditches can reduce the large water pressure possibly borne by the foundation pit bottom plate.
