The invention provides an in-situ reinforcing device and method for rusted steel bars. The in-situ reinforcing device comprises a shaping mold which is formed by splicing two parts and is used for accommodating the rusted steel bars, an aluminothermy welding flux and a high-temperature match. The rusted steel bars are directly reinforced in situ on site, additional steel bars are not needed, the reinforcement ratio of the steel bars is guaranteed, and the problem that the original structural strength is affected by aging and rusting of the steel bars is solved.
