The method comprises the following construction steps that (1), an anchor cable hole position is positioned, and a scaffold is erected; (2), a concentric down-the-hole hammer drills through the retaining wall; (3), an eccentric down-the-hole hammer and an all-casing pipe drill along with the pipe, and the all-casing pipe is inserted into an anchor cable hole; (4), the eccentric down-the-hole hammer retreats from the all-casing pipe; (5), the anchor cable is placed in the anchor cable hole, and after first normal-pressure grouting is conducted, the fall-casing pipe is pulled out of the anchor cable hole; and (6), second-time high-pressure grouting is conducted, and after the strength of the slurry reaches the set requirement, the anchor cable is tensioned and locked. The construction method has the advantages of being high in rock breaking efficiency, good in anchoring quality, easy and convenient to operate and low in comprehensive cost.
