The invention discloses a bicycle double-layer parking device which comprises a supporting device, an upper lifting device, a cylindrical plug, a lower lifting device, an upper transverse slide way and a lower transverse slide way, the supporting device comprises a stand column, a fixing shaft and an arc-shaped plate, and the upper lifting device comprises an upper bracket, a sleeve and a first baffle ring. The fixing shaft is sleeved with the sleeve so that the supporting device can be hinged to the upper lifting device, the arc-shaped plate penetrates through a square groove in the upper lifting device, round holes are formed in the arc-shaped plate and the upper lifting device, the lower lifting device comprises a second baffle ring, a left spherical sliding block, a lower bracket and a lower spherical sliding block, the upper transverse sliding way is fixed to the stand column, and the lower transverse sliding way is fixed to the ground. A left spherical slide block is arranged in the upper transverse slide way, and a lower spherical slide block is arranged in the lower transverse slide way; and the structure is simple, the machining cost is low, bicycles are parked on the upper layer and the lower layer, the space utilization rate during bicycle parking is increased, and orderly bicycle parking is achieved.
