The invention discloses an anti-freezing low-temperature-resistant grouting material and a preparation method thereof. The grouting material is prepared from the following components in parts by weight: 300 to 750 parts of 42.5 Portland cement; 100 to 350 parts by weight of 42.5 sulphoaluminate cement; 100 to 300 parts of mineral admixture; 10 to 50 parts of silica fume; 10 to 50 parts of glass microbeads; 50 to 100 parts of expanding agent; 1.0 to 4.5 parts of a water reducing agent; 0.2 to 1.0 part of a defoaming agent; 50 to 150 parts of sodium nitrite; 10 to 30 parts of calcium nitrate; 0.3 to 1.5 parts of anti-settling powder; and 0.1 to 0.8 part of a suspension stabilizer. The grouting material disclosed by the invention has the characteristics of good slurry flowing property, no layering, no bleeding and fullness, does not shrink after being hardened, has high strength, and is particularly suitable for construction and use in a low-temperature environment of -5 DEG C or above.
