The invention discloses an anchoring device for a stay cable tower end of a cable-stayed bridge and a construction method. A cable tower middle partition plate is configured to be connected with a cable tower middle tower column and extend in the vertical direction. The anchoring assembly is arranged on a cable tower middle partition plate and used for being connected with a cable of the cable tower. The anchoring assembly comprises a stiffening plate and an anchoring plate. The stiffening plate anchors the center of the cable tower middle partition plate and extends in the transverse bridge direction. The anchoring plate is anchored to the cable tower middle partition plate and connected with the stiffening plate, the anchoring plate is provided with opposite anchoring ends in the longitudinal bridge direction, the anchoring ends correspond to inhaul cables on the two sides of the cable tower in the longitudinal bridge direction in a one-to-one mode, and the anchoring ends penetrate through the side face of the cable tower middle partition plate to be used for anchoring the corresponding inhaul cables. According to the technical scheme, the problems that in the prior art, the combination position of an anchoring structure and the concrete tower wall is complex in stress, the concrete tower wall is prone to cracking, the durability of the structure is affected, and the construction difficulty is large can be solved.
