The invention discloses an amphibious equipment chassis and an amphibious excavator. The amphibious equipment chassis comprises a buoyancy tank, a crawler belt assembly, a base and a propeller and further comprises two movable supports, longitudinal supports, a transverse support, tires, a hydraulic connector and extension rods; a cylinder barrel of a first hydraulic oil cylinder is hinged to the top of the base, and a piston rod is hinged to the middle of each movable support. The two longitudinal supports are hinged to the two ends of the transverse support, two second hydraulic oil cylinders are mounted on the transverse support, and the tires are mounted on the longitudinal supports. Third hydraulic oil cylinders are mounted in the longitudinal supports, piston rods of the third hydraulic oil cylinders are connected with the extension rods, the extension rods can stretch out and retract from the longitudinal supports, and the other ends of the extension rods are connected with bottom feet. The hydraulic connector is connected with hydraulic motors of the first hydraulic oil cylinder, the second hydraulic oil cylinders, the third hydraulic oil cylinders, the crawler belt assembly and the tires through pipelines. The switchable tires are additionally arranged, the walking speed is high, and the influence on the ground is small; and during working in a deepwater area, the stability is higher. The hydraulic system is high in reliability.
