The invention discloses an anti-seepage laying device and method for a geotechnical slope, and relates to the technical field of slope seepage prevention, which solves the problems that an existing laying device is used for laying mainly in an unwinding mode, has general adaptive capacity and does not have the function of rapidly adjusting the left and right erecting angles. The anti-seepage laying device for the geotechnical slope comprises a frame body, wherein two groups of rotating frames are rotationally arranged on both ends of the front and rear sides of the frame body through hinge connection, the rotating frames are each of a trapezoidal structure, and the middle positions of the rotating frames are turned outwards. The rotating frames and an adjuster are arranged, so that the function of adjusting the left and right erecting angles is provided; films can cover the slope surface, an intercepting gutter and a toe drainage ditch, so that an all-around anti-seepage effect is achieved; two groups of rack rods form a parallel structure, and the dislocation degree of the two groups of rack rods is controlled through the adjuster, so that the angles of the rotating frames can be adjusted and controlled; and the device can be matched with a balance wheel to be suitable for slopes of different degrees, and the adaptation effect is good.
