The flood control and flood drainage device comprises a movable machine base, a power box, a drainage pump, a water hose and movable water hose guide installation mechanisms which are arranged on the movable machine base and can be taken down; an arch-shaped supporting column is arranged on the upper surface of the movable machine base and located on the rear side of the power box; stop blocks are evenly arranged on the arch-shaped supporting column in the length direction at intervals; the movable water hose guide installation mechanisms are detachably arranged between the adjacent stop blocks of the arch-shaped supporting column; and each movable water hose guide installation mechanism is composed of two reinforced concrete prefabricated parts which can be combined and connected together up and down to connect the water hose in a penetrating mode. The movable water hose guide installation mechanisms can be conveniently placed and taken down and placed at proper positions, then the water hose is connected in the movable water hose guide installation mechanisms in a penetrating mode, the water hose can be well fixed, and therefore the water hose can be conveniently arranged before water pumping operation and prevented from deviating in the water pumping operation process.
