The novel repairing and reinforcing method comprises the following steps: S1, a clip and crown plates are prefabricated, and a grouting hole and an exhaust hole are respectively preformed in two ends of the clip; S2, the crown plates sealed with the rod piece are arranged on the upper portion and the lower portion of a to-be-repaired area of the rod piece correspondingly; S3, the upper end and the lower end of the clip are installed on an upper crown plate and a lower crown plate in a sealed mode correspondingly, and the exhaust hole is located above the grouting hole; and S4, grouting is conducted from the grouting hole until the space in the clip is filled, after condensation, the clip and the rod piece are combined into a whole, and repairing and reinforcing of the guide pipe frame platform structure rod piece are completed. According to the method, the deformation area of the guide pipe frame platform structural rod piece can be simply and rapidly reinforced and repaired, and prolonging of the engineering period and unnecessary cost expenditure are avoided.
