The invention discloses a culvert pipe repairing and reinforcing structure and method, and the method comprises the following steps: outer module installation: assembling annularly closed positioning frames at a plurality of dispersed positions in the culvert pipe in the longitudinal direction in a manner of being attached to the inner wall of the culvert pipe, and separating the adjacent positioning frames by longitudinal connecting pieces of which the two ends are inserted into the positioning frames; mounting an inner module, namely laying reinforcing ribs which extend in the annular direction on the inner side of the positioning frame, pressing the reinforcing ribs by a plurality of duct piece connecting pieces which are mounted on the positioning frame in an inserting and rotating manner, and pressing the duct pieces with first clamping jaws onto the duct piece connecting pieces to enable the first clamping jaws to be hooked with second clamping jaws of the duct piece connecting pieces; the pipe piece connecting pieces are connected to adjacent pipe pieces in the annular direction, so that all the pipe pieces are spliced into the lining pipe; the pipe pieces are reinforced, specifically, supporting rings are placed in a plurality of scattered positions in the longitudinal direction in the lining pipe formed by splicing the pipe pieces, and the supporting rings are tightly attached to the lining pipe through outward expansion force in the natural state; and filling and grouting are conducted, specifically, grout capable of being solidified in the later period is injected into the grouting interlayer from the end face of the grouting interlayer between the lining pipe and the culvert pipe.
