The invention provides a bolt hole plugging device and a plugging method. The bolt hole plugging device comprises a hopper which is used for storing mortar; a conveying device is arranged below the hopper and can convey quantitative mortar into the bolt holes; a positioning device is connected to the conveying device, and the positioning device is used for being inserted into the bolt hole; and a plastering device is connected with the conveying device and compacts the mortar in the bolt holes. According to the bolt hole plugging device and the plugging method, the mortar can be quantitatively conveyed into the bolt hole through the conveying device, the mortar is compacted in the bolt hole through the plastering device, and plugging of the bolt hole is achieved. The device is simple in structure and convenient to operate, the bolt hole can be quickly and efficiently plugged, the bolt hole to be plugged can be quickly and stably aligned through the arranged positioning device, and the construction efficiency is improved.
