The construction method comprises the steps: digging a cast-in-place pile hole in the outer side of the shallow foundation, then drilling a steel pipe pile hole, and inserting a steel pipe pile into the steel pipe pile hole; arranging foundation bearing platforms on the upper portions of the cast-in-place piles and the steel pipe piles, and arranging pile core reinforcement cages, back pressure supporting plates and connecting cap plates on the upper portions of the steel pipe piles; during concrete pouring construction, carrying out pouring pile concrete pouring construction first, and controlling the position of the steel pipe pile by stabilizing the dead weight of an anchoring plate and the cast-in-place pile concrete; arranging a strain gauge on the lower surface of a frame beam near the shallow foundation, and arranging a reflective mark on the outer side of a structural column; and arranging reinforcing supporting columns between the frame beam and the building floor plate, and arranging a stiff supporting body and an out-pit solidified body on the outer side of an excavation operation groove. The bearing capacity of the shallow foundation can be improved, the influence of foundation reinforcement construction on an existing building is reduced, and the construction difficulty is reduced.
