The invention discloses an instant heating device and an electronic toilet stool. The instant heating device comprises a shell and a heating piece contained in the shell, wherein a heating cavity is formed in the shell, the heating cavity is provided with a water outlet located in the upper portion of the heating cavity, the instant heating device is characterized by further comprising a first temperature controller used for controlling the water temperature in the heating cavity to stop heating of the heating piece when the water temperature in the heating cavity reaches a preset temperature T1, a water storage part is formed in the heating cavity between the horizontal plane where the highest point of the heat transfer face of the heating piece is located and the water outlet, the volume V1 of the water storage part is not less than the volume V2 of water in the heating cavity reduced in the time t, and the time t is the time required from sudden stopping of water inflow to stopping of heating of the heating piece by the first temperature controller. According to the technical solution, it can be guaranteed that the heating piece cannot be exposed out of the water surface in the time t, damage caused by dry burning is avoided, the structure is simple, and cost is low.
