The invention discloses a cement-based water permeable brick and a use method thereof. The cement-based water permeable brick comprises a brick body, a plurality of water permeable holes are formed in the top of the brick body, the water permeable holes are communicated with water permeable channels, the water permeable channels converge to a water permeable cavity, a plurality of flow guide pipes are connected to the outer side of the water permeable cavity, and a water storage tank is connected to the end of any flow guide pipe; an adjusting mechanism is arranged in the water permeable cavity, the adjusting mechanism comprises a connecting rod and air bags located at the two ends of the connecting rod, and the air bags can adjust the internal air amount; a water level monitor is arranged in the water permeable cavity and can monitor the water level in the water permeable cavity in real time; multiple light source parts are arranged between any two water permeable holes in the surface of the top of the brick body, the multiple light source parts can be lighted up along a preset track, the light source parts are electrically connected with the water level monitor, and when the water level monitor monitors that the water level in the water permeable cavity exceeds a preset threshold value, the light source parts guide in a preset mode.
