The invention discloses a cementing material as well as a preparation method and application thereof. The preparation method of the cementing material comprises the following steps of: crushing steel slag into steel slag sand, then mixing fluorgypsum and an active exciting agent into a mixture, and then fully and uniformly mixing the steel slag sand, mineral powder and the mixture to obtain the cementing material. The cementing material can be applied to concrete or mortar. The cementing material is prepared from the steel slag sand and the fluorgypsum, so that the problem of stockpiling of the steel slag and the fluorgypsum is solved, the environmental pollution is reduced, and resource utilization is realized by increasing the additional values of the steel slag and the fluorgypsum.
