The cementing material is prepared from the following components in parts by mass: 10 to 30 parts of steel slag, 5 to 30 parts of roasting dedusting ash, 3 to 10 parts of desulfurized fly ash, 30 to 50 parts of slag and 5 to 10 parts of exciting agent. The gelling material can replace a traditional gelling material, a backfill body formed by the gelling material has high compressive strength and high anti-permeability performance, the compressive strength can reach 2-3 times that of cement under the condition of the same cement-sand ratio, the anti-permeability pressure is higher, namely, the anti-permeability performance is better, meanwhile, the leaching concentration of heavy metal ions is lower, the gelling material is more environmentally friendly, and the backfill body is suitable for large-scale popularization and application. The production cost can be reduced, the requirement of large-scale production can be met, and the method is suitable for filling materials and is applied to mine backfilling, especially backfilling of fine-fraction multi-metal tailings.
