The invention provides a fixing device and a mounting and fixing method for a buried steel edge water stop of a pipe gallery. The device comprises a supporting frame, two water stop fixing templates and two matching templates, wherein the two water stop fixing templates are oppositely arranged on the supporting frame, the two matching templates are detachably connected to the two water stop fixing templates correspondingly, and in addition, the side walls, away from the supporting frame, of the two matching templates are flush with the side walls, away from the supporting frame, of the two water stop fixing templates. According to the fixing device and the mounting and fixing method, the two water stop fixing templates oppositely arranged on the supporting frame are arranged at a middle circular ring of a water stop in a clamped mode so as to limit the water stop, so that the water stop is fixed, displacement deviation of the water stop is avoided, and the position of the water stop in concrete construction is guaranteed; and through the two matching templates on the two water stop fixing templates, the two matching templates and the two water stop fixing templates are matched to serve as a pouring template of a structural main body outside the water stop, so that pouring forming of the structural main body is carried out.
