The invention discloses a newly-connected pipeline tool for an old inspection well and a construction method. The newly-connected pipeline tool comprises an inner clamping plate, an outer clamping plate and a positioning mechanism. The inner clamping plate is composed of a vertical plate, a fixing rod, a positioning ring and a lantern ring. The outer clamping plate is a vertical plate, an open hole is formed in the middle of the outer clamping plate, a through hole is formed in the outer clamping plate and connected with a slurry conveying pipeline, the slurry conveying pipeline is connected to a concrete slurry conveying pump, and the diameter of the open hole of the outer clamping plate is larger than the outer diameter of a newly-connected pipeline. The positioning mechanism comprises an outer clamping plate positioning mechanism and a pipeline positioning mechanism, and a vertical plate of the inner clamping plate and a vertical plate of the outer clamping plate correspondingly abut against and are arranged on the inner wall and the outer wall of the old inspection well with the well wall provided with the holes. According to the invention, the concrete is extruded to fill an uneven part of the hole, so that the water leakage of gaps is avoided; in the rectification construction process, the newly-connected pipeline is fixed all the time, unhardened concrete is not affected, and no gap is generated between the periphery of the side wall of the pipeline and the concrete; and the vertical plate of the inner clamping plate can enable new concrete on the well wall to be smooth, and construction workers do not need to enter the inspection well.
