The invention discloses a low-temperature-resistant grouting material and a preparation method thereof, relates to the technical field of grouting materials, and solves the technical problem that a grouting material in the prior art cannot adapt to a low-temperature environment. The low-temperature-resistant grouting material comprises, by weight, 450-750 parts of cement; 50-100 parts of an expanding agent; 1.0-4.5 parts of a water reducing agent; 0.2-1.0 part of a defoaming agent; 10-50 parts of calcium oxide; 70-100 parts of sodium sulfate; 30-50 parts of urea; and 40-60 parts of ethylene glycol. The low-temperature-resistant grouting material is suitable for being used at the low temperature of -5 DEG C or above.
