The invention particularly relates to a heat-insulating refractory material prepared from hazardous waste and a preparation method of the heat-insulating refractory material, belonging to the technical field of comprehensive utilization of industrial hazardous waste. The method comprises the following steps: carrying out primary water washing pretreatment on secondary aluminum ash to obtain pretreated secondary aluminum ash; subjecting recycled aluminum fly ash to secondary washing pretreatment to obtain pretreated recycled aluminum fly ash; mixing the pretreated secondary aluminum ash, the pretreated recycled aluminum fly ash and silicon-based-rich solid waste, and then carrying out ball milling to obtain a mixed raw material; adding water into the mixed raw material, conducting stirring to obtain a wet raw material, carrying out foaming molding on the wet raw material, and then carrying out drying to obtain a green body; and sintering the green body to obtain the heat-insulating refractory material. According to the invention, element resources such as aluminum, carbon and silicon in the secondary aluminum ash and the fly ash are cooperatively and complementarily utilized, and the secondary aluminum ash and the fly ash are converted into the heat-insulating refractory material, so the problem of hazardous waste in the aluminum industry is solved, and high-value utilization of the secondary aluminum ash and the fly ash is realized.
