The invention discloses a steel structure with a good damping effect for construction building and a using method thereof. The steel structure comprises a bottom plate, wherein a supporting frame is fixedly installed on the top of the bottom plate, a supporting block is arranged in the supporting frame, the top of the supporting block penetrates and extends to the outside of the supporting frame and is fixedly provided with a transverse plate, a steel beam is welded to the top of the transverse plate, a reinforcing beam is welded to the upper end of the steel beam, and a damping shock absorber is fixedly installed in the center of the bottom of an inner cavity of the supporting frame. According to the steel structure, a buffer rod and a sliding block are additionally arranged at the bottom of the supporting block, buffer springs are matched to buffer and support downward acting force of the supporting block, damping springs can synchronously support and damp the bottom of the supporting block, and the damping shock absorber in the supporting frame is extruded by the supporting block to shrink, so that the received vibration force can be eliminated, the vibration amplitude of the supporting block is reduced, the supporting block is rapidly reset, and the overall strength and the bearing capacity of the steel structure are improved.
