The invention provides a high-stability tailing sand-based epoxy resin water-permeable material and a preparation method thereof, and the water-permeable material comprises the following raw material components in percentage by mass: 88-92% of iron tailing sand, 3-8% of epoxy resin, 3-5% of organic pigment, and a silane coupling agent, p-tert-butylphenol and nanoparticles, and the addition amounts of the components respectively account for 1-3%, 5-20% and 1-5% of the mass of the epoxy resin. According to the invention, the iron tailing sand is adopted as the aggregate, and the specific organic pigment is selected to be compatible with the easily-yellowing epoxy resin, so that the water-permeable material with attractive and lasting color, high mechanical property and good water permeability is obtained, the pollution of solid wastes to the environment is reduced, and the water-permeable material has important environmental and social benefits.
