The invention relates to a waterproof protection material for a surface layer of a prefabricated outer wall and a manufacturing method of the waterproof protection material. The waterproof protection material comprises the following components in parts by weight: 200-300 parts of cement, 15-30 parts of silica fume, 50-80 parts of mineral powder, 500-800 parts of machine-made sand and 15-35 parts of an additive. The manufacturing method comprises the following steps: firstly, automatically metering and proportioning all the components; sequentially adding the machine-made sand, the cement, the silica fume, the mineral powder and the additive into a stirrer; conducting stirring at low speed at first and then at high speed; after the stirring is completed, detecting uniformity, consistency and fluidity, and manufacturing a test block for testing waterproof effect, the shrinkage of mortar and bonding strength; and applying the obtained product to practical use after detection is qualified. According to the invention, erosion of water vapor to concrete is effectively blocked, the carbonization speed of the concrete is reduced, failure phenomena such as cracking, peeling and falling off in a later period are avoided; and thus, multiple brushing in the later period is effectively avoided or reduced, operation and maintenance cost is reduced, and the service life of a prefabricated concrete component is prolonged.
