A non-coaxial filling degree enhancing device with double exhaust pipes and a slurry observation mechanism comprises a slurry inlet end exhaust mechanism connected with a slurry inlet end anchor bearing plate at the slurry inlet end of a beam body and a slurry outlet end exhaust mechanism connected with a slurry outlet end anchor bearing plate at the slurry outlet end of the beam body. The slurry inlet end exhaust mechanism and the slurry inlet valve on the slurry inlet end anchor bearing plate are arranged in a staggered manner; the slurry outlet end exhaust mechanism comprises a slurry outlet end connecting pipe connected with the slurry outlet end anchor bearing plate in a sealed mode, a slurry outlet end exhaust pipe is inserted into the exhaust end of the slurry outlet end connecting pipe, and the slurry outlet end exhaust pipe penetrates through the slurry outlet end anchor bearing plate and extends into a prestressed pipeline of the beam body. The slurry outlet end exhaust pipe is sleeved with a second ball valve, and a slurry outlet end slurry observation mechanism is arranged in the exhaust end of the second ball valve. The device is suitable for bridge construction.
