A non-coaxial filling degree enhancing device with a slurry storage pipe and an exhaust observation mechanism comprises a slurry inlet end exhaust mechanism connected with a slurry inlet end anchor bearing plate at the slurry inlet end of a beam body and a slurry outlet end exhaust mechanism connected with a slurry outlet end anchor bearing plate at the slurry outlet end of the beam body, and the slurry inlet end exhaust mechanism and a slurry inlet valve on the slurry inlet end anchor bearing plate are arranged in a staggered mode; the slurry outlet end exhaust mechanism comprises a slurry storage pipe and a second ball valve, one end of the slurry storage pipe is communicated with the slurry outlet end anchor bearing plate, the other end of the slurry storage pipe is communicated with the second ball valve, and the exhaust end of the second ball valve is communicated with a slurry outlet end exhaust observation mechanism. The device is suitable for bridge construction.
