The device is mainly composed of an upper casing pipe, a lower guide pipe, a tensioning anchor cable and opening and closing fan blades, the upper casing pipe and the lower guide pipe with a guide groove in the side face are connected into a whole through welding, and a conical pipe tip is welded to the lower end of the lower guide pipe; the tensioning anchor cable penetrates through the upper casing pipe and is fixedly connected with an anchoring end block in the lower guide pipe; and the opening and closing fan blades are connected with the anchoring end blocks in a hinged mode and movably connected with the sleeve or a fixed support on the guide pipe through supporting rods. The device is immediately pressed in after hole forming and grouting of the lower expanded pile, the tensioning anchor cable is stretched after the device is in place, the anchoring end block slides upwards along with the anchor cable, the opening and closing fan blades are promoted to be opened, grouting liquid in a hole flows into a cavity of a filling guide pipe, and a pile end expanding anchoring body is formed. The device is simple in structure and reliable in process, reinforcement of the expanding section of the lower expanded pile can be achieved through the opening and closing fan blades, the anchoring effect of the expanding section of the pile end is greatly improved, when the device is applied to an anti-floating structure, a pile body can be in a pressed state through lower anchoring, and the uplift bearing capacity of the pile body can be brought into play.
