The invention provides a normal-temperature self-crosslinking type water-borne epoxy resin modified cement-based mortar two-component material. The two-component material contains a component A and a component B, wherein the component A contains 12-30 wt% of a normal-temperature self-crosslinking type water-borne epoxy resin, 0.10-1.0 wt% of an optional defoaming agent and the balance of water according to the total weight of the component A, the epoxy equivalent of the normal-temperature self-crosslinking type water-borne epoxy resin is 300-600, the component B contains cement, gravel, an anti-settling agent, a water reducing agent and a defoaming agent, the component A and the component B are independently packaged, and the two-component material does not contain a curing agent. The invention also provides cement mortar. The cement mortar prepared from the two-component material has the characteristics of excellent mechanical strength, good impact toughness and cracking resistance, excellent water resistance and impermeability, good volume stability, high wear resistance and freezing resistance, rapid hardening, A-level fire prevention, environmental safety and the like.
