The invention discloses a system and a process for producing sulfur and co-producing cement clinker by synergy of industrial byproduct gypsum and metallurgical slag melt. The system comprises an industrial by-product gypsum storage bin; the industrial byproduct gypsum storage bin is communicated with the agglomeration fluidized bed decomposing furnace; the bottom end of the agglomerating fluidized bed decomposing furnace is communicated with the molten pool firing kiln, and the top is communicated with the carbon thermal reduction device; the carbon thermal reduction device is sequentially connected with the heat exchanger, the sulfur recovery device and the sulfur storage tank; a melt outlet at the bottom of the side wall of the molten pool firing kiln is communicated with a melt bubble atomization device, a nozzle extends into a waste heat boiler, an outlet of the waste heat boiler is connected with an electric precipitator, and a bottom outlet of the electric precipitator is connected with a cement clinker storage bin through conveying equipment. According to the invention, the industrial byproduct gypsum and the high-temperature metallurgical slag melt are used as raw materials for comprehensive utilization at the same time to produce Portland cement clinker and co-produce sulfur; therefore, stockpiling land occupation and environmental pollution of industrial by-product gypsum and metallurgical slag are eliminated, and resource multifunctional utilization and waste heat recovery of the metallurgical slag and the by-product gypsum are realized.
