The invention belongs to the technical field of comprehensive treatment of industrial by-products, and particularly discloses a method and a device for preparing sulfuric acid and co-producing cement clinker from industrial by-product gypsum. The process disclosed by the invention comprises the following steps: firstly, mixing and grinding the industrial byproduct gypsum, a reducing agent and an auxiliary material to obtain a raw material; then molding and granulating the raw material to obtain an intermediate material; placing the intermediate material in a five-in-one thermal device for reaction to obtain clinker and sulfur-containing flue gas, grinding the clinker and the mixed material to prepare cement, and preparing sulfuric acid from the sulfur-containing flue gas. According to the invention, the processes of raw material preheating, gypsum crystal water removal, reduction desulfurization, clinker calcination and cooling are combined and realized in one set of device; the integrated equipment is compact in arrangement, main equipment does not need to rotate, multiple sets of equipment can be easily arranged in parallel under the condition of saving power, the occupied area of unit productivity is small, and the investment is saved; the method also has the advantages of direct waste heat utilization, small heat loss, high reduction rate and low reduction temperature.
