The invention relates to an aluminum ash harmless treatment process and a product obtained therethrough. The harmless treatment process for the aluminum ash comprises the following steps: carrying out hydrophobic treatment on the aluminum ash through a high-molecular silicon polymer; carrying out hydrophilic treatment on the aluminum ash subjected to hydrophobic treatment; and preparing the product from the aluminum ash subjected to hydrophilic treatment. The aluminum ash is subjected to hydrophobic treatment to form a high-strength hydrophobic membrane, then hydrophilic treatment is performed to form a hydrophilic membrane, on one hand, the aluminum ash can be prevented from generating ammonia when encountering water, environmental pollution is avoided, on the other hand, the construction mixing difficulty of aluminum ash particles after hydrophobic treatment is reduced, and the unconfined compressive strength of a finished product is improved.
