A part of the guide pipe penetrates through the supporting seat to be downwards inserted into the seabed, the guide pipe is connected with the supporting seat, a grouting opening is formed in the part, located above the seabed, of the guide pipe, a grouting opening is formed in the part, inserted into the seabed, of the guide pipe, and the guide pipe is used for injecting seabed reinforcing materials into the seabed to reinforce the seabed. The seabed reinforcing device and the seabed reinforcing method can reinforce the seabed around the pile foundation, and have the advantage that the pile foundation is reinforced while the pile foundation is not deepened.
