An excavating knife (8) is arranged in the slag collecting box (7), and the slag collecting box (7) is connected with a slurry sucking pipe (6). When the excavating knife (8) works underwater, the slurry sucking pipe (6) can suck away muck slurry generated by excavating of the excavating knife (8). The excavating vehicle with the underwater excavating and deslagging functions can adapt to vertical shaft excavating in a water-rich construction environment, meanwhile, synchronous and real-time deslagging can be achieved, the excavating section is flexible, and construction of a large-diameter vertical shaft can be met.
