The invention discloses a cement liquid reinforcing agent based on alkaline papermaking wastewater as a solvent and a preparation method of the cement liquid reinforcing agent. The cement liquid reinforcing agent comprises the following components in percentage by mass: 50-80% of alkaline papermaking wastewater, 1-15% of diethanolisopropanolamine, 5-15% of sodium thiocyanate, 1-12% of isooctanol polyoxyethylene ether phosphate, 0-5% of sodium polyacrylate, 0-5% of polyaluminum chloride and 0-5% of triethanolamine. The alkaline papermaking wastewater is used as the raw material of the efficient cement liquid reinforcing agent, so that waste resources are turned into wealth, energy conservation and emission reduction are facilitated, the cement liquid reinforcing agent is environment-friendly, the production cost of enterprises can be greatly reduced, and the cement liquid reinforcing agent has great social benefits and economic benefits; by adding the reinforcing agent which is 0.5-1.5% of the mass of the cement, the specific surface area of the cement is 350-450m < 2 >/kg, and the strength of the cement can be increased by 1-4MPa on the basis of adding the cement grinding aid; and the preparation method is simple and suitable for popularization and application.
