The invention discloses a preparation method of a titanium-carbon composite material for producing titanium dioxide powder by a chlorination process. The preparation method comprises the steps of uniformly mixing titanium-containing raw material powder with calcined coke powder and a binder, pelletizing, roasting, carbonizing, crushing and screening to obtain the titanium-carbon composite material, wherein the adding amount of the titanium-containing raw material powder is 30-65% of the total mass of the mixed raw materials; the adding amount of the calcined coke powder is 30-55% of the total mass of the mixed raw materials; the adding amount of the binder and the additive is 5-15% of the total mass of the mixed raw materials; and the contact area and the reaction activity among raw material particles are improved, the reaction of the raw materials in a fluidized bed furnace is promoted, the proportion of rutile type titanium dioxide powder in the product is increased, the formation of substances influencing the brightness and the whiteness of the product, such as trivalent titanium, is reduced, the brightness, the whiteness and the dispersity of the finally prepared titanium dioxide powder are effectively improved, and the preparation of the titanium dioxide powder with higher covering power and weather resistance is facilitated.
