The rotating shaft drives the connecting plate to move, so that the elastic net bag can recycle garbage in water and on the water surface, and the danger and complexity of work on the water caused by bad factors such as weather factors, air temperature factors and environments are reduced; and the efficiency and the effect of treating the garbage in the water are greatly improved.
