The first fixing plate with a damping layer and the second fixing plate with a damping layer are tightened on the side wall of a telegraph pole through the fixing belt assembly, the device is fixed, a cross arm is supported and fixed through the supporting arm and the supporting seat, so that the device can be installed more conveniently and can be installed by one person; the supporting seat can be placed at the bottom of the telegraph pole through the winder to achieve the effect of hoisting the cross arm, manual conveying is not needed, physical strength can be saved, and the risk of falling of the cross arm can be prevented; and meanwhile, a hook plate is arranged on the supporting arm and can be used for fixing and hanging a toolkit, so that the operation of an operator is safer.
