The invention relates to a cylindrical pier formwork mounting and adjusting device which comprises a connecting mechanism and a plurality of leveling mechanisms, and a through hole allowing a cylindrical pier formwork to pass through is formed in the middle of the connecting mechanism; the multiple leveling mechanisms are arranged on the connecting mechanism, all the leveling mechanisms are located on the same circle, and the circle is concentric with the through hole; each leveling mechanism comprises a leveling assembly and a laser pointing device, the laser pointing device is arranged on the leveling assembly, and the leveling assembly is used for adjusting so that laser emitted by the laser pointing device can be perpendicular to the horizontal plane. The invention further provides a cylindrical pier formwork installation method, in the whole process, a precise instrument does not need to be used for measurement or perpendicularity inspection, therefore, the influence of weather and height is small, measurement is accurate, and adjustment of the cylindrical pier formwork is convenient.
