A lower transition structure is arranged between the lower buoyancy tank and the suction cylinder, the lower transition structure comprises a plurality of reinforcing rib plates with narrow upper parts and wide lower parts, the plurality of reinforcing rib plates are circumferentially arranged around the axis of the suction cylinder at intervals, and the outer contours of the plurality of reinforcing rib plates protrude to the outer side of the edge of the suction cylinder; a bottom supporting structure is further arranged on the lower side of the lower buoyancy tank, and the bottom supporting structure and the lower transition structure are distributed in a staggered mode. The overall buoyancy is improved through the double-buoyancy-box design, horizontal floating hauling can be implemented, the transportation convenience is better, the bottom supporting structure is additionally arranged and matched with the suction barrel, and the stability is better after the whole foundation is installed.
