The invention relates to a workable water reducing agent and a preparation method thereof. The workable water reducing agent is prepared from the following raw materials in parts by weight: 1-5 parts of ethyl cellulose maleate, 70-90 parts of glacial acetic acid, 30-150 parts of polyoxyethylene ether, 0.5-5 parts of a reducing agent, 0.1-0.5 part of an oxidizing agent and 5-20 parts of unsaturated carboxylic acid. According to the workable water reducing agent disclosed by the invention, maleic acid ethyl cellulose is introduced into a molecular side chain of the workable water reducing agent, so the requirements of concrete on flowability, cohesiveness and water-retaining property are met at the same time.
