The invention relates to the field of water conservancy project dam construction, and particularly discloses a water conservancy project dam foundation anti-seepage reinforcement construction technology which comprises the following steps that S1, a foundation trench is excavated in the ground below a gate of a dam; S2, the bottom of the foundation trench is tamped through mechanical equipment; S3, a fixing pile is driven into the bottom of the compacted foundation trench, and a plurality of tensile fixing plates are arranged on the circumferential surface of the fixing pile; S4, building formworks are built above the foundation trench according to the actual construction shape of the dam foundation at the gate, and the fixing piles and the tensile fixing plates are located in a construction cavity defined by the building formworks; S5, concrete and cement paste are injected into the construction cavity, and a gate dam foundation is formed; and S6, an anti-seepage sealing plate is fixedly installed at the joint of the gate dam foundation and the water area ground, and the back face of the anti-seepage sealing plate is filled with waterproof sealant and cement paste. Through the process, the problem that the bottom of the gate dam foundation is damaged due to the fact that the bottom is scoured by flood flow is solved.
