The invention relates to a cellular board with a stable structure and a manufacturing method thereof as well as a floor block and a wall panel which are provided with the cellular board. The cellular board comprises an upper board body, a lower board body and a cellular core layer, wherein the upper board body is horizontally arranged; the lower board body is arranged below the upper board body in parallel; and the cellular core layer is adhered and fixed between the upper board board body and the lower board body; the cellular core layer comprises a plurality of wave-shaped strips which extend horizontally in the length direction and extend vertically in the width direction and are made of metal materials, and the wave-shaped strips are sequentially arranged in an attached mode in the horizontal direction perpendicular to the length of the wave-shaped strips and fixedly bonded with one another. The top of at least one wave-shaped strip is integrally provided with an upper flange extending horizontally, and the bottom of at least one wave-shaped strip is integrally provided with a lower flange extending horizontally. The upper flanging and the upper plate body are attached and fixed in a bonding or welding mode, and the lower flanging and the lower plate body are attached and fixed in a bonding or welding mode.
