The invention discloses a construction method and structure of a pile foundation for installing a photovoltaic panel on an abrupt slope. The construction method comprises the following steps that S1, a slope-to-ladder is constructed on the side face of the abrupt slope from top to bottom; S2, a geological structure of a to-be-set point of the pile foundation is determined; S3, if the pile foundation to-be-set point is a whole rock, in-situ test is performed on the point, a theoretical anchor rod bearing capacity characteristic value is calculated, and if the theoretical anchor rod bearing capacity characteristic value meets the design requirement, a rock pile foundation is built at the point; and S4, if the to-be-set point of the pile foundation is not the whole rock, local compaction treatment is conducted on the area of the point till the bearing capacity characteristic value of the to-be-set point of the pile foundation meets the design requirement, and then an independent pile foundation is built at the position. According to the method, the abrupt slope is changed into a ladder, the construction difficulty is reduced, rock pile foundations or independent pile foundations are built according to different base structures by surveying the abrupt slope geology, and the structural strength of the pile foundations is effectively enhanced by combining artificial building with a natural geological environment.
