The invention relates to the technical field of greening landscape cultivation, in particular to a construction method of a flower and shrub cultivation system.The construction method comprises the steps that a construction embedded body is manufactured, the construction embedded body forms a water storage unit, and a flexible plate is arranged in the water storage unit to divide the interior of the water storage unit into an evaporation area and a drainage area which are arranged up and down; the communication of the two areas is realized through deformation caused by the flexible plate bearing top water storage pressure, and a through hole is formed in the top of the water storage unit, so that water stored in the evaporation area is evaporated to keep the soil moist; pre-buried pit positions and drainage grooves are excavated according to the set size; the construction embedded body is embedded in the embedded pit position, and a drainage pipeline communicated with the drainage area of the water storage unit is installed in the drainage groove; and backfilling soil, and planting flowering shrubs right above the construction embedded body.
