The invention provides a fully recycled aggregate concrete, which is prepared from the following components in parts by weight: 200 to 350 parts of cement, 80 to 100 parts of coal ash, 40 to 100 parts of slag powder, 800 to 1000 parts of recycled fine aggregate, 200 to 400 parts of recycled coarse aggregate 1, 500 to 600 parts of recycled coarse aggregate 2 and 30 to 50 parts of concrete admixture, the ratio of the recycled fine aggregate property to the recycled coarse aggregate property 1 to the recycled coarse aggregate property 2 is 1: (0.80-1.0), the ratio of the recycled coarse aggregate property 1 to the recycled coarse aggregate property 2 is 1: (1.5-2.1), the fineness modulus of the recycled fine aggregate is 2.3-3.0, the particle size of the recycled fine aggregate 1 is 5mm-10mm, the particle size of the recycled coarse aggregate property 2 is 10mm-25mm, the admixture is a polycarboxylate superplasticizer, the water-reducing rate of the admixture is not less than 27%, and the water-reducing rate of the admixture is not less than 27%. The working performance and the durability of the concrete are favorably improved.
