The short roadbed structure of the embankment comprises a roadbed surface layer, a roadbed body and side slopes, the roadbed body is located below the roadbed surface layer, the roadbed body comprises a plurality of roadbed bottom layers, the roadbed bottom layers are sequentially poured and formed in the vertical direction and then piled, the side slopes are located on the two sides of the roadbed body, and the side slopes are arranged on the roadbed surface layer. The side slopes are respectively connected with the roadbed surface layer and the roadbed body. The invention further discloses a construction method of the short roadbed structure of the embankment. The construction method comprises the steps that the short-circuit base ground is leveled; a plurality of subgrade bottom layers are poured in a layered mode and piled to form a subgrade body; pouring a roadbed surface layer on the roadbed body; and side slopes on the two sides of the roadbed body are constructed. The subgrade body is formed by pouring a plurality of subgrade bottom layers in a layered manner, so that the subgrade body settlement monitoring time is prolonged, the subgrade body settlement risk is reduced, meanwhile, the water thermalization influence of overall pouring of the subgrade body is reduced, and the reliability and stability of the short subgrade structure are improved.
