The invention provides a controllable low-strength material and a preparation method thereof, the controllable low-strength material comprises the following raw materials: a solid raw material, an alkaline activator and water, the mass of the alkaline activator accounts for 1-5% of the mass of the solid raw material, and the mass of the water accounts for 30-40% of the mass of the solid raw material; the solid raw material specifically comprises the following components in parts by weight: 60-75 parts of waste incineration bottom slag; 10 to 20 parts of fly ash; 5-15 parts of granulated blast furnace slag powder; and 5-10 parts of slaked lime powder. According to the invention, the waste incineration bottom slag is used as a basic raw material and is uniformly mixed with the fly ash, the granulated blast furnace slag powder, the slaked lime powder, the alkaline activator and the water, all the raw materials play roles together, and the self-leveling, self-compacting and strength-controllable backfill material is prepared; the method solves the problems of insufficient utilization and insufficient consumption of the waste incineration bottom slag in the prior art, and develops a new field for resource utilization of the waste incineration bottom slag.
