The preparation method comprises the following steps: uniformly mixing the cement, the waste rubber particles, the silica fume and the polypropylene fiber frame material to obtain a mixture A; uniformly mixing fly ash and mineral powder to obtain a mixture B; mixing the rest raw materials, pouring half of water, and uniformly mixing to obtain a mixture C; and uniformly mixing the three mixtures, pouring the rest of water, and uniformly mixing. The regenerated pervious concrete has the advantages of good water permeability and strength.
